I recently found out that CFIA has federal jurisdiction but not provincial so...if a product is made and sold only within a province, it falls under the provincial regulating body. Most provinces have opted to provide notification through CFIA's food recall and allergy alerts service. Quebec is the only province (currently) who instead, issues their own alert.

You can sign up for the CFIA's food recall and allergy alerts e-mail notification service, and any of our other notification services, on our website at:
http://www.inspection.gc.ca/english/util/listserv/listsube.shtml (http://www.inspection.gc.ca/english/util/listserv/listsube.shtml)

As for Quebec, you will need to sign up with the Ministry of Agriculture, Fisheries and Food (MAPAQ) who is responsible for the initial investigation of all consumer complaints concerning food.

You can contact MAPAQ at: http://www.mapaq.gouv.qc.ca/Fr/nousjoindre/formulairequestions.htm (http://www.mapaq.gouv.qc.ca/Fr/nousjoindre/formulairequestions.htm) or by telephone at: 1-800-463-5023.
