Good on 'em.  It's a lovely thing to be promoting genuine inclusion-- not encouraging the child to enable the exclusion of his/her peers.

Because you don't need a 504, an IHP is more than sufficient!

504's for allergies are a schools dirty little secret.  And frankly, FAS are the southern relatives who put 504's on the front porch like their crazy aunts because it is what we do.  School admins seem to think 504's are those hush hush girls in the 50's and 60's who spent a semester away from school  - you just don't talk about it and it makes the problem go away.
