Redness around eyes

My son has been having redness and itchiness in the skin area between his eyes and eyebrows and also slightly under his eyes.  The eyes themselves appear unaffected.  The skin also gets dry and flaky. At first I thought it was a contact dermatitis reaction to a sunblock but after discontinuing the sunblock this is still happening.  I can't figure out what it is.  Environmental allergies?  Heat rash?  I don't understand why the eyes themselves are okay but it's just the areas surrounding the eyes.
Just wondering if anyone has experienced this? Thanks!

I used to get eczema around my eyes.  It was always worse in the summer - I think sweat exacerbated it.
TX - USA
DS - peanut, tree nut, milk, eggs, corn, soy, several meds, many environmentals. Finally back on Xolair!
DD - mystery anaphylaxis, shellfish.
DH - banana/avocado, aspirin.  Asthma.
Me - peanut, tree nut, shellfish, banana/avocado/latex,  some meds.
