NDRN legal assistance in every state

Yes, lots of all caps. I don't name these things!

I'll fill in later but this is interesting stuff. Congress has mandated that each state form and provide legal assistance to persons with disabilities. Hiring a lawyer is spendy so this could come into use for a family with a resistant school who cannot afford private representation. No private attorney has the enforcement power of the government so it won't replace OCR but OCR isn't going to represent anyone's personal interest, of particular note during due process or mediation.
